Suggestions:

Separate x9 battlegrounds and anyone locking XP can only participate in the x9 battleground e.g. 30-38 and a separate 39 battleground and twinks can only play in the 39 battleground, where they are competing on more of a level field. PvP players who don't want to deal with twinks can opt to skip the x9 battleground by simply leveling up.

or

If you lock XP in a battleground your gear can take damage i.e. break / repair bills.

or

No honor for anyone locking XP because it's not honorable to farm significantly lower levels, i.e. the non-locked players are "gray", like for XP but for honor.

or

Bonus honor for killing players with locked XP and they gain the "Twink" title to make them easily identifiable for other players in the battleground.

Easy fix to this twink bullshit.
But first let's be real the only reason to twink is too get easy kills in bgs and ofc too make the game very shit for normal players who want to have fun.
Soo just make the bgs demand exp to be on to enter
