Disturbing activity on Y'Shaarj

Hi! I would like to get a response from the highest-ranking person possible.

According to the PvP rules:
Safespotting is the act of PvPing from an advantageous position that cannot be reached through regular jumping or walking. If you got to the position by using a spell, consumable, wall climbing, or other unintended means, it is likely safespotting.
> The best way to easily determine safespotting is by asking “am I intended to be able to utilize this position?”
> In the open world, players may fight freely from any position that doesn’t require hacking or other exploits to access.

Over the past few days, we - Alliance players on Y'Shaarj - have observed a member of the ERROR guild named Pacemon (a.k.a. Okeah(!)) somehow making his way behind the bars in the Stormwind Bank. I do not know the exact times he got behind the bars, but he was definitely there yesterday at 12:46 UTC and today at 8:23 UTC.

Today I learned that one way to get there is by using the '/gm unstuck' command at a specific spot. Therefore, I believe this falls under the definition of a "position that cannot be reached through regular jumping or walking."

Importantly, a player cannot be damaged while behind the bank bars unless they stand in a specific spot where they can be hit (I observed this yesterday with Pacemon/Okeah). Thus, I believe this makes the position "advantageous."

Finally, from behind the bars, the player is able to use at least grenades, allowing them to kill low-level characters inside the bank. I witnessed Pacemon/Okeah do this yesterday at 12:47 UTC. Thus, I believe this to be an "act of PvPing".

I would like clarification on whether the behavior described regarding the player Pacemon/Okeah constitutes safespotting. If not, why? If so, why have numerous players been submitting reports to GMs about him for days without any result? I hope it's not because there are friends of this player among the GMs.

Thank you!

(!) It is worth mentioning that this player has recently started changing his in-game name frequently, following earlier sightings of him exploiting in WSG and engaging in other suspicious activities.
