On whitelist, not using Linux, unable to connect

I've been stuck on "Connecting" -> "Disconnected from server" for the past couple of days and I'm trying to figure out why. My IP is whitelisted according to the website (screenshot included), I'm running windows so the Linux issue/fix doesn't apply, and the vast majority of people seem to be having no problem logging in at the moment.

It doesn't seem to be a DDoS problem because there's no variation in the behavior with repeated attempts or attempts to log in at different times of day. It never reaches the realm selection window or even the Success/Retrieving Character List boxes, just Connecting for exactly 21 seconds followed by Disconnected from server.

I'm happy to include more detailed information if it can help diagnose this issue. Thanks!

For Windows, go to: C:\Windows\System32\drivers\etc (select "All files")
Locate the HOSTS text file and add the following to the very end, leaving a blank space:
92.114.107.56 play.octowow.st
92.114.107.56 normal.octowow.st

This temporary fix solved my issue for the time being.

How did you get your IP whitelisted? I don't have option to apply that in the account management.
