An idea for how Ogres would be a playabe race for the Horde faction:
Ogre's been a part of the horde lore for many, many years, in various ways. There is a clear direction that they would be fitting to join the horde, naimly the Brackenwall Village of Dustwallow March that is already friendly with the horde.
The idea is that there could be a ogre starting place in the mountains that seperate Barrens and Dustwallow March.

If you follow the numbers of the picture:
1: Imagine a main Ogre Mound, filled with horde representatives, blacksmiths and vendors and the like, which has a conenction into the dustwallow march, working much like any capital city with even a flight path on the top of the mountain.
2: Brackenwall Village, with a direct entrance to the Ogre Mound.
3: a starting area where new Ogres can kill troggs, maggots or even Quillboars?
4: a mid area, remenisent to all the other starting areas, where players will level between level 5-13? This area would also connect to the Ogre Mound and out towards the Barrens, close to Camp Tarajou.

One could imagine several lore implements why these ogres would join the Horde, But on a surface level Ogres would be a badass addition to the world of azeroth. With limited clases such as; Warriors; Shaman; Mage; and Warlock (and maybe Rogue for the comical effect lol).

I quite enjoy the idea of an Ogre starting zone being effectively underground in one large Ogre Mound with multiple entrances/exits. Additional ideas for questing could be tied to Bael Modan in the south and the efforts to unearth Titan artifacts. Ogres having to deal with encroaching Dwarven tunnellers in the south of their zone would be an interesting conflict, alongside giving an opportunity with the Titan relics to showcase how Ogre Magi are actually stupendously clever and resourceful. Aid from the Goblins in Mudsprocket would also be nice and thematic as Ogres and Goblins have always made for fun companions. (There is also another notable cave in the area which happens to contain a really big angry Black Dragon but perhaps getting Dragonkin involved in a starting zone would be a little over the top. That said, it would make for interesting lore if the Ogres had taken to hunting Dragons and Dragonkin for sport.)

I don't think they need a capital city any more than Gnomes do. Just a dedicated area for themselves where their NPCs can be found. Whilst Rexxar is effectively the Chieftain of the Stonemaul clan it would be interesting if in his absence the Ogres have elected a new leader who has grown too large to actually leave the cave.

An issue with Playable Ogres is how to deal with females. The easy fix is to have the gender option swap between one and two-headed variants, though it would be interesting to imagine what a model for female Ogres would look like that would be good enough that people would choose to play them.

Edit: There is a problem with Ogres in what mounts they should ride as most mounts look stupid with them on top. A while ago I considered having them ride boar-drawn chariots which would mitigate the issue of raising them too high off of the ground and of having to figure out a creature with the spinal integrity to survive having an Ogre sitting on it's back.
