I'm not sure it's working now. But it was in the plans. It was announced at QnA session if i remember correctly
By the way, I was thinking about this and it could be a system for transferring characters from hardcore to a regular server as well. But anyway my bet this is not a bug.

Concurrent 1,000 is great and healthy for a PvP server. As I can see it our daily peak pop is at a sustained 550 - Gurubashi had more at a couple points but both times it decayed due to a dystopian-level lack of support by Ascension. On Octowow it seems like Y'Shaarj has 100x more administrative support than Epoch ever had as a whole network while under Ascension, so I see this as thriving with the pserver community in the state that it's in.
