Nekrum Gutchewer Bugged

The NPC Nekrum Gutchewer needed for the Nekrum's Medallion quest did not spawn on two ZF runs on 7/3. He is supposed to spawn with the last wave at the bottom of the stairs during the scripted event. I don't know if this is a known bug or something new.
