Ranged weaponskill racials increase the specific skill by 3 points but the number should be 5.
Unlike the much more impactful melee weaponskill, having additional ranged weaponskill only increases hit rate (0.2% per point) and a tiny amount of critical chance. The amount of +ranged weaponskill gear in the game is also scarce and barely useful, so these ranged racials have almost null value.
By increasing the points from 3 to 5, they would become much more interesting due to the additional hit allowing the character to reduce %hit items on their gear in favor of other options.
