Donation Items into Rare Drops

Quite a few cosmetic items or mounts from the shop I believe should be loot in the open world or via quest chains. For example, take a great item from the Turtle shop being the Forsaken Shield from the Royal Dreadguards. It's not present within this current build but could be on OctoWoW later, even as 0.5% loot from a boss or enemy? this would reward players who stay on trying to grind or want to earn items in-game.
