"Mods changed, apply before playing" loop

After finishing the installation and attempting to add VanillaFixes and other mods, the patchers gets stuck in an infinite loop stating "Mods changed, apply before playing". VanillaFixes has an error icon by it pointing to the octolauncher-tmp folder, but that folder is empty.
