I was playing Capybara in the early days before I came back to playing Octo.
One of the things they had implemented was that to be able to chat in world chat you had to be level10. The system was dome like that to discourage trolling.
Why don't Octo dev's do something similar here. Maybe not level 10 as people I am certain will complain (on this server I have noticed they complain about everything from the looks of things) but maybe level 5. It would discourage idiots from rolling a level 1 just to be a nuisance in chat.
Just my 2cents on a way to try and fix the current issue with world chat.
