Setting a timer for an exact period for people to come back to the city would affect the natural flow of their levelling and would probably cause a decent amount of server strain if it becomes something lots of people habitually travel to do all at the same time in the places that are already disproportionately concentrated with players.
If anything the question is how to get people OUT of the cities and INTO the world.
Here are the approximate different ways to 'level'
1. Mob Grind
2. Quest
3. Mob Grind + Quest
4. Dungeon
5. Battlegrounds
6. Combination of all of the above.
Leveling in this game is only 'linear' because the XP bar goes sideways.
There isnt a 'natural flow' when you have a choice to do whatever you want, and atm the supposed 'natural flow' is shifting players to level in Battlegrounds (even with the recent nerf to BG XP it still seems to be the fastest and most efficient way to level)
As far as server strain, if your pop cant handle an influx of people into the capital city it sounds like there are far bigger problems and Octo shouldnt be open access lol. If having it on a timer is a problem, then make an NPC where low level characters can turn in resources in some kind of 'qiraji war effort' esque situation. This would promote more collaboration at lower levels if they want the buff, in a similar way 60s have to come together to kill Onyxia. There are 100 ways you can spin it.
The Midsummer Firefestival operated in a similar manner when you complete a questline everyone in the major city would get a +stam buff for an hour.
I believe a change like this would encourage more open world farming, grouping, and people leaving the cities quickly and or not sitting in BGs all day.
