Mouse Over Heals

I can't get mouseover heals to work.
Anyone willing to explain why? People say do the modernizations, get shagu, get supermacro.
I did all of it. All together. And it doesn't work. Help please.

I think you don't need any mods or addons for mouseover heals. A macro like this should work. Just change the name of the spell and rank:
