Infinite uses, 20min CD, shares a CD with Verdant Rune, requires 150 Bright Dream Shards.

Or just make Verdant Rune and the one for Tanaris stackable, so we don't have to renew it so often

That's also an idea.

Creating a higher tier of item adds personal progression/the lower tier is still there if you don't wish to progress.

Putting it behind a cost will be good for the BDS market as well.
