This suggestion has nothing to do with balance, but with class fantasy, immersion, and consistency.

There's plenty ways to balance and tune Druid potency regardless of this.

Myself, nor you, can make objective claims regarding class balance is PvP or PvE. Only the devs have access to statistics and trends regarding class popularity/performance and win rate to determine that.
