Faction leader's head

Yo, Kestrel! Thanks for introducing a weekly quest encouraging more players to participate in World PvP and for the hotfix that made the faction leader's head lootable for the entire raid.

Yesterday's Alliance kill of Thrall revealed another problem: it seems that if multiple raids are involved in killing the faction leader, the head will only be lootable for the raid that tagged the faction leader. I believe the head should be lootable for everyone who participated. Maybe make it lootable for those who were close enough to the leader when he died, or something along those lines.

Seeing we also got the head while not on the quest (a good thing imo) i think we should make em unique so u cant just hoard 10 of all heads and go turn in for 30weeks. Other then that love that finaly something got done wuth rewarding city raids.
