Seal of Righteousness bug(?)

Hi

I'm not sure if this intentional, but it seems that Seal of Righteousness Rank 2 is pretty much the same as Seal of Righteousness Rank 1 (both grant 2 to 8 holy damage etc) and Seal of Righteousness Rank 3 seems to be closer to what the actual Rank 2 should be.
