Remove the Tent XP bonus from Inns now that the server has a high player population

Tents were one of my favorite features back on turtle because of the player interactions they fostered. The big furballs of lowbies outside every city, the cross faction gang camping out front of SM when the queue isn't popping, insert other vague sentimentality.

Nobody really bothers when inns do the same thing for free. We've got the playerbase now to support the old tent setup, and I'd be happier going back to it.

It's really cool to see the life in the Inns and Taverns.

But I agree there should be made more emphasis on the tents. They could give a buff in addition to the Rested boost when paired with a campfire.

Likewise, the Inns would also only give Rested (while online) while the player is not sober.

This was actually a change made on Turtle when they released 1.18.1 I believe.

I do kind of miss the tent system but overall I prefer the inns.
