Add hit chance to PvP gear

There's already plenty of items from quests or dungeons with hit, you don't even need to raid.
Also you got ring from AV.
Also this topic is brought again after closing previous - i think it was intention of Octo team.
To end this pointless discussion.
Tier blue dont desere to have hit rating, neither do epic 2nd tier.
We may consider 3rd "conquest" one.

Octo includes 3 realms with same client.
