Chain heal (CH) doesn't smart heal.
I understand on this patch of twow CH also didn't but that was a bug the devs just stated was indented later when they didn't fix it (well documented the bug report went in before they even knew it was broken). They literally said "we are looking into this" for months.
Now with CH much lower coeffect shamans being worst healing in raid and worst for mana management, it should be fixed. Both Hpals AND PRIEST , the former with free and the later with a stronger, Smart Heal.
I get shaman's are less played, but these are the kinda things that keep people playing instead of being frustrated and giving up. it should heal the very hart target not random stuff.
I guess moving the CE back to normal could also be done, but i thinks thats worse as the lower CE is good as it makes 1 button healing punished. As using CH as a single target heal is far worse with a lower CE. (Which is good).
But it should have its ever present, for idk how many xpacks, smart heal back. If any skill should smart heal, CH should. And it WAS and is a bug that it didn't. This is well recorded still on twow's reddit. I can provide links if desired, but this is pretty straight forward thing.
