It is arbitrary, because if you define it by everyones subjective take on someone elses intentions, you'll never have an actual solid rule to point to, just a large amount of different situations that are completely different. For example, Ive had a bunch of white british guys who dont even understand american slang get mad at the word "nigga" when used to describe a friend. People offended on behalf of an imaginary person that winds up victimizes an ACTUAL person of color. Yall are nuts.
So on top of interpreting intentions, the "victims" are usually people who have never historically suffered systemic racism at all. Its fucking wierd.
