for the last few months we've had start-ups being made for the sole purpose of carrying out cyber attacks. If you're a start-up you want a 'facehugging' PR incident to increase your worth to billions. If you're a corporation you want to protect your IP.
Look how many illegal and unlawful actions activision/blizzard has committed over the years. the ex-ceo was on fukking epstein's black book of island visitors. And these are the people supposed to use morality only to keep from turning the infrastructure made solely for the purpose of offense against people for IP and copyright issues? You could argue for 'international' targets simply being someone hosting internet servers overseas.
Searching for driver's licenses and etc is supposed to be used by vetted agencies only but any doofus who heard about 'the dark webs' from the news can purchase the services. there's already a booming cyber attack industry and god knows how many are being used by the random employee of a company who may be acting alone or not let his superiors know
