I've been reading some version of "Twinks ruin pvp" for about two decades now, and just wanted to share my experience playing here on Octo and on TWOW specifically.
On both servers I play a 39 night elf feral druid. On both servers I have/had no characters higher than level 39.
On TWOW with full buffs (booze, food, elixirs, zg world buff, dmf stam buff, 60 priest stam, 60 druid motw, kings) I was able to get over 8k HP in bear form. So far on Octo I've made it up to 7.79k HP.
My gear on both is amazing for the level. I have all my professions 300/300. I fish, herb and chop trees in high level areas (55-60) on my level 39, and the profits from doing so bankroll the operation.
My point being, anyone can twink. You don't need a level 60 farming gold for you to be able to do it. Which to me means when I hear, "twinking ruins pvp!" that just translates to "people who take the time to get the best gear and enchants are better than players who CHOOSE not to do that!" which isn't a very hot take.
If you wanna queue 30-39 BGs at lvl 31 with 800 HP, it's not my fault you're not having a good time.
Maybe instead of trying to entice the dev's to do something to stop twinking (what would this even mean?? anyone with good gear just can't queue or something?), turn off XP at 39 (or whichever bracket you want to play) and take a few days acquiring best in slot gear and enchanting it. Might take you a week or so and then you'll be having way more fun in BGs and contributing to a way more fun and competitive bracket.
