Will Rank 11-14 come with Phase 1?

Can we please get an answer from a gm/developer?
Would be nice to know this so i can plan forward a bit!

Currently, we plan to unlock PvP ranks alongside the PvE phases according to

Phase 1 (Zul'Gurub) — R11
Phase 2 (Blackwing Lair) — R12

That post imo is made by someone who doesnt even understand the system hes trying to balance, talks about when ranks are released?? But not when the gear comes out.... , nor did he realise the ranks are the easyest part not the honor
