[Mage] Add brilliance aura back again as a spellbook

In earlier versions of Turtle*, Brilliance Aura was added as a regen aura for 30 points in the arcane talent tree. It was later removed. I propose to readd it as a spellbook for all mages to learn from scholo drop or another dungeon. It should not be more than 5% regen to group, and mostly be for the flair since it is such an iconic mage spell from Warcraft 3 and since it was already in the game in previous patches.

The visuals and the the spell being so iconic is why i'd add it back.

Only reason I can see against this is too many abilities/spells will clutter and sway away from the simplicity of Vanilla Classic.
