This has been probably suggested a lot but cloth wearers and leather users are heavily restricted in what they can transmog.
We already have to use a token to transmog items, so why not let us have full freedom with what our characters can dress like? Just remove the restriction and provide a way for us to learn the visual of items in some other way that doesn't involve having to actually equip it.
