How to restore the English names of items

Yesterday, the client somehow switched to Russian item names on its own, and I want to switch back to English but don't know how.
I don't use the launcher (it doesn't work on Windows 7); I downloaded a completely clean client from your site—no addons or patches—yet the problem persists.
I've combed through the config file in the WTF folder, but there are no lines controlling localization.

How do I switch back to English? Since I don't even have the Russian fonts installed, I can't see the item names at all. I realize the issue is with the localization. How can I switch it to English without using the launcher?

I have this same issue but in spanish, I have not found any solution yet. I'ts like it's getting auto-translated out of thin air. So if it's not client end maybe it's server end and we are doomed, idk.

Damn, you deserve heaven for this, I did not even know it existed. I came to the conclusion that it was server-sided and just decided based on my IP and I could not do anything about it. SIlly that not even knowing that option existed it was not in the default state....
