This might not be a bug, but just an oversight. I belive the original Turtle had this same problem.
When starting a new Goblin, you talk to Overseer Kizzcrack for your first quest Pit-Iful Work (https://octowow.st/db/?quest=41154), which has you collect 15 coal. Completing this quest unlocks 3 more quests. Two of them, The Robotics Expert (https://octowow.st/db/?quest=41155), which has you speak to Balnack Copperlight, and Foreman's Blues (https://octowow.st/db/?quest=41156), which has you speak to Foreman Pipelatch, are a breadcrumb quests to send you to different quest givers.
Balnack Copperlight offers quests Defunct Mainframes (https://octowow.st/db/?quest=41150) and Haywire Havock (https://octowow.st/db/?quest=41151), which have you kill the surrounding mechanical NPCs.
Foreman Pipelatch similarly offers quest Foreman Pipelatch (https://octowow.st/db/?quest=41153), which has you kill vultures.
The problem/bug is, Balnack and Pipelatch will offer these quests before you complete the breadcrumb quests from Overseer Krizzcrack.
Furthremore, the text in the 2 breadcrumb quests explicitly tells you to help those questgivers with their problems.
The Robotick Expert reads " Talk to him and help him with whatever problem he has." - which is the problem you solve in quests Defunct Mainframes and Haywire Havock.
Foreman's Blues reads "The local vultures are pestering us and disrupting our work schedule. Foreman Pipelatch down in the pits has been tasked to handle this" - which leads to the Foreman giving you the quest Foreman Pipelatch, where you kill those vultures.
Fix:
The Robotics Expert (https://octowow.st/db/?quest=41155) should be a quest in a chain you need to complete in order to pickup Defunct Mainframes (https://octowow.st/db/?quest=41150) and Haywire Havock (https://octowow.st/db/?quest=41151).
Foreman's Blues (https://octowow.st/db/?quest=41156) should be a quest in a chain you need to complete in order to pickup Foreman Pipelatch (https://octowow.st/db/?quest=41153)

EDIT: I just checked, the third breadcrumb quest Overseer Kizzcrack gives you after finishing the innitial Pit-Iful Work quest, Delayed Shipment (https://octowow.st/db/?quest=41157), which lead a further away to Dazlon Brassdigger is also not required in order to pick up Dazlon's 2 quests, Dirty Deeds Drowned Deep Below (https://octowow.st/db/?quest=41159) and Revenge of the Deep (https://octowow.st/db/?quest=41158), meaning you can also finish these quests first, and then the breadcrumb quest makes no sense. - altho this one isn't as bad, as the Dazlon NPC is standing far away from the starting camp, so it's much less likely for a new player to venture here and finish his quests first.
