Allow skinners to skin mobs with items on them

Either ban everyone who decides not to loot their skinnables or allow us elite level skinning gigachads to skin the mobs leaving only a bloody mess for the slow looters to pick through, I can't keep ranting at my guildies to loot their mobs as the parade away having looted nothing every pull.
