[Balance] Dual Wield update for Hunter

just a quick suggestion to make the survival (melee) hunter feel more smooth:
once you hit level 15 you can finally put points in the talent "Savage Strikes" (if you put all 5 points in survival earlier), which is the first talent to make melee more viable than ranged. It's a bit annoying to have to wait another 5 levels, before actually being able to use that talent or respecc once you hit 20 with dual wield.

Would be awesome if you can get dual wield earlier. Level 10 would be perfect since you unlock your specialization, probably got 2 1h weapons from quests and it's an even level. :mrgreen:

omg this never occurred to me but it makes total sense. as per occam's razor dual wield should be moved up to lvl 14 (new abilities always become available at even numbers).
