Brues b5626ceb92 api: simplify AlignToPosition, SetAutoPoint, GetBestAnchor and ConvertFrameAnchor 
AlignToPosition reads its corner pairs from a table. SetAutoPoint and
GetBestAnchor share one 3x3 screen-grid helper, which also gives an
anchor to frames centered exactly on a grid line. ConvertFrameAnchor
resolves the x and y offsets independently.
