Trinkets, potions - all this stuff cannot be included into PVP class balancing.
Potions cost a lot of gold, trinkets got long cd and you cannot switch them fast enough on bgs (they got 30 sec cd after equipping). When you play vs multiple players on shamans you cannot rely on a trinket or a potion ...

I've just checked and there are only 45 players from 30 to 50 lvls on alliance online. I assume that the situation is similar on horde side. How increasing PVP xp is going to help if there are no players to kill?
Server population increase to healthy 1k+ online must go first, and only then some ...

Tip for frost shock - use insygnia (yes in pvp you need to have it).
I have it from like lvl 30. It got a 3 min cd, and is on cd almost all the time. Especially vs 8 shamans. It's a tip for a duel with full cds, but it does not solve anything in this case.

AB played, the horde teams consist of mostly shamans

My suggestion is to nerf shamans in PVP.
They are very tanky, they use instant shocks mostly so no way to interrupt, they frost shock enemy player so he cannot escape, reach and burst him down.

Shamans are too OP in PVP on lvl 60 atm.
They are OP to the point that there are 8 of 12 players on AB playing as shamans (on the PVP server).
They just take those tank talents to become very tanky. They frostshock you to reach you and kill very fast, almost no way to escape. They need to use like 4 ...
