Not sure if I missed something.. but.. why would you want a window mode when you not want to go ingame and play?

anyway... yes.. it looks like you have to do just that (unless one can change something in some files directly with an editor or things like that)

ingame.. Options-> Display-> check "windowed mode" and/or "maximized"
