I found the solution to my problem. I already had those names created in another realm. I was told that all realms share the same name pool. So, you might have to decide which realm you want to play the character with that particular name.

A bounty system is a much better solution and would motivate so much more to help the low level players out!
But of course, I personally think that you should just leave it like it was in vanilla without introducing such changes at all. Especially now at this stage where bug fixing is so much more ...
