To clarify the Turtle WoW situation — their traffic from Russia was routed via Ukraine and automatically blocked by the backbone provider for obvious reasons. This server doesn't have that issue.
You are wrong in your every sentence.
1. TWoW was not accessible from Russia because of cloudflare CDN protection, which is blocked by ips in Russia.
2. After the new wave of internet restrictions ip ban list has been expanded and now includes blazingfast.io + a couple of foreign host/CDN services and they are Slowing DoH from Google and Cloudflare now, LuLe. Octo started using BlazingFast proxy with CDN protection following DDoS attacks. 1+1= its not gonna work. For now the new wave affected only most common/popular internet provider, such as Rostelecom, just for now.

I fully support the idea, only if its not gonna be expensive, otherwise leave the restrictions bypass for users.

As Thxrf1nn already answered earlier, currently the server can only be accessed using VPN services, WARP, and similar tools, which in most cases leads to increased ping. This usually makes the ping higher. Because of that, it's harder to enjoy the game.

Okay, maybe I missed something on my end, or maybe the work of backbone providers is very different from one ISP to another.
I still use Octo without a VPN and get a quite comfortable 90–150 ms. With a VPN, it's about the same: 120–180 ms. We're not playing CS here.

But if you're asking a free project to provide a proxy as well, then you should also ask for a subscription to pay for it.
Because Rostelecom and Ko. will be happy to block mass-used proxies too sooner or later.

ps
Rostelecom isn't a popular choice if you have other options. It's a shame if you don't have a choice of ISP.
