Mage frost aoe leveling?

Since this is unclear to me and i wanna know if i can aoe level to 60 here, i'd like to ask, is the talent Improved Blizzard nerfed for its standard 65% slow to 40%?

The "mage class guide": https://octowow.st/mage

does not state anything about that and is generally inconsistent with what you can find in the talent calculator, also i do not see Brilliance Aura anywhere in the tree as stated in the guide.

It's the same as Turtle wow's post class changes 2 patch. Meaning its nerfed to 40% while permafrost is still the same 10% resulting in a total of 50%. A lot didn't like that change but it is what it is.

I dont even bother to respec to frost to aoe any more, i just use cone of cold and arcane explosion. As an arcane mage it does quite a bit more damage. Mass aoe like in standard vanilla is harder and in some cases completely impossible in this version of the game though.
