Is OctoWoW easier than TurtleWoW?

I can't help but to notice that most dungeons and raids feel... easier than they did on Turtle even with far worse gear. It feels as if mobs have less HP and they deal less damage; considering I vaguely remember that Turtle increased mob HP two times in the last few years and OctoWoW started from the 1.7.2 leak, I wonder if this HP increases were just not properly implemented.
