If consumes are that important and strictly necessary for everyone in raids, that is another problem in and of itself. I get it if it's just to compensate for not having great great yet. And for key players (tanks?) in specific situations (hard bosses). Also nobody would be surprised if HC raids require maxed out buffs.
But if consumes are otherwise generally a requirement for raiding. Please balance raids around not requiring that, on the very same basis that World Buffs are not for raiding.
Of course, consumes/maxing out buffs would still be relevant to minmax or get tactical advantage in PvP.
Sidenote: It initially felt weird that on Epoch you could only have one defensive (Guardian) elixir and one offensive elixir. But I got used to it. And come to think of it it makes sense. So you don't just have to spam all potions, but have to prioritize for a tactical advantage depending on your build and strategy.
People don't mind using consumes if they're affordable. Gimping the market by severely hamstringing how many herbs are available will end up with people doing one of the following
1. They just won't buy them.
2. In guilds where consumes are mandatory and they can't afford them, it will push them towards RMT, which seems counterintuitive. As a tank myself I need flasks + protection pots along with the basic consumes, not really an issue for me since I can gold farm but all this change does is make it more expensive. No upside.
I do agree that having 1 guardian/1 battle elixir on would be quite neat. Alternatively could do it the way TBC did, have flask count as both.
