Why? Because raiding at level 60 is something I really dislike. I don't enjoy reading guides before I even play, and I don't enjoy listening to people explain every mechanic during a raid. It completely ruins the sense of immersion.
Unfortunately, the game is simply too old. Some players have done it countless times already, while others just want to rush through everything. Putting together a full 40-man progression raid where everyone is learning from scratch is basically impossible.
This is funny, because there were absolutely 40-man (and otherwise) progression raids on Nordinaar, where people were all learning together rather than watching guides. Not only that, but with the last turtle patch, several raids got new bosses/mechanics (BWL/Ony mainly) and an entirely new raid was released: Timbermaw Hold. When Timbermaw Hold came out, everyone had the same opportunity to figure it out for themselves. The raid had a lot of unforgiving mechanics that could wipe the entire raid and only a few prevailed early. Most people, after a few wipes, just wanted to let everyone else figure the mechanics out.
People will always make excuses to protect their ego.
That being said about raids, when it comes to PVP, I'm actually on the side of 'do whatever you want' on twinking. Some of my friends who don't have the time to sink into leveling want to have a good time in the lower brackets, 10-19 / 20-29. Obviously, the ability to level lock is central to this. Just getting a few dungeon blues and greens of your level is enough to be called a twink in these brackets. There is such a thing as an 'arms race' and anyone who I've seen level lock at least has some armor kits and usually will consume healing potions in the field. These are things I see as reasonably obtainable by level 19s without the assistance of higher level characters/mains/alts. A 'true twink' will have endgame enchantments (+25 Agi 2h), gems, and be fully bis with quest items that are not reasonably obtainable in the bracket at level "X9". These 'true twinks' are few and far between.... we've been running 10-19 bracket (my friends and myself) and we ran into ONE such geared hunter, and he ended up joining us, because we are always in there having a blast together, regardless what we're up against.
There is not a 'twink epidemic' evident at the 19 and 29 brackets, at least not yet. Source: I play those brackets regularly. 39 and 49 might be different, but I'd guess it's still a very small percentage that are locking at x9 and getting full bis.
People will be higher level than you (even at 19 someone can ding 20 inside the bg)
People will have better gear than you (even semi twinks will face this)
People will queue in groups and outplay you (remember they are having fun together)
If you cannot accept the above, maybe you don't enjoy the battlegrounds/PVP aspect of WoW.
Long-term twinks will always exist, so long as you can lock your EXP.
