Priests and Bows?

So...Wand specialization includes bows, but you can't learn how to bow...color me confused? Any explanation here?

Night elf priests specifically were given bow skill to make them more like the Warcraft 3 ones. It's mostly just for flavour.

So the high elves, with bow specialization, don't? seems...odd
