Tbh both doomposting and posting hopes will not really work well. For doomposting it's obvious - you just lure away players who could have joined, and we need them on PVP server. For hopes - well, when people start playing and see the problems instead of some perfect version of reality, they will just turn away and never come back.
Let's be real:
The server pop is low. It's slightly growing, but not even close to be fast enough in my opinion. The growth will continue, but there is also another factor to keep in mind - the lvl 60 players who geared up and closed all the content will start leaving if they got nothing to do. So this slight natural population growth can be easily offset by the outflow of lvl 60 players.
I see several ways to improve the pop growth and to halt the outflow:
1. More lvl 60 bgs
The PVP is kinda disbalanced, in small scaled fights horde usually wins cause they got shockertank shamans. It leads to more wins on bgs for horde (remember those 8 shaman teams?). With time this advantage snowballed into horde having way better gear than alliance overall, and alliance losing 100% of bgs at some days. If there will be no fixes to PVP balance, less percentage of alliance players will queue up after they finally get their gear, and horde will have longer and longer queues.
The attempt to solve this issue by having crosserver bgs is on halt due to the problem of crossfaction on the PVE server and imbalance in faction population there.
There may be some other things to do to lure more players to join bgs, like rewarding losing and winning sides equally for the games, but it may also lead to more players abusing such mechanics.
2. Faster way to lvl 60
As we all know, x1 xp is slow, leveling bgs just do not happen on such small server (well , they do actually, but very rarely). You are very lucky if you can find a party into a dungeon or even to kill some elites for quests. This all leads to very slow and boring solo leveling for the most players of the PVP server, so they just do not get to 60, or they do not even start playing here. I do not understand why this is not considered an issue by server administration. Just give some temporary bonus to xp, so server pop grows faster, until it achieves more stable pop numbers.
3. Earlier PVE content release
The phases are going to be very slow. We got K10, MC and Ony, and all of these raids are cleared even by relaxed PVE guilds. The closest new raid will be ZG that is easy too, so it will be cleared very fast. And it's only in like 50 days. Still ZG at least gives opportunity to farm rep and get those enchants. In my opinion they should open it on September 1st.
Anyway, not much to do even in PVE for the next 50 days.
4. Some additional activities that we do not expect or believe to work, but maybe they can work.
Like arenas, scheduled server WPVP events hosted by devs, maybe some other stuff.
We have seen the first attempt to add this type of activities - it's the weekly quest to kill enemy faction leader. The reward is not enough, and it's just one weekly quest that can be done when other faction sleeps, so in the current state it cannot be a problem solver. But obviously it's an attempt, so one cannot tell that devs do not try.
This all leads to an unpleasant conclusion: there is a risk that lvl 60 players will start abandoning the server if nothing will be changed.
In my opinion, more changes needed, and not in some future like in 6 months, but now, when the main playerbase is still active.
I really hope that there is some plan for these changes, and it will work, and the server stays alive for long.
p.s. For now I can tell that we will continue doing WPVP activities, rewarded or not. Cause we are here to get fun from playing the game, and we will do what we love to do - to roll over enemy raids with our allied forces
