It's not a nerf. It's a bug fix. Just because they fix a bug affecting one class does not mean they'll make balance changes to another. I'm almost 100% sure it did not. BMs were just not that good in later phases cause scaling from 25% AP is not as good as other specs with better gear due to them obviously using 100% of their AP
Dampening works in PVP only, so the target must be a player. I'm sure that pets received full damage with no dampening affecting it on Turtle. So yeah, the pets would be benefiting from that. If for example an Enhancement Shaman is dampened by a certain percentage, then they aren't going to be hitting the pets for as hard, right?
