They don't need many specialized healers on horde. They got multiple hybrid shamans who at the same time are very tanky, deal good burst damage, and offheal like full healers of the other classes. They just group up into 3-4, and alliance have close to nothing to put against them. Vibekeeper is probably the only resto/tank shaman on bgs on the PVP server, as he does primarily healing.
And those paladins are mostly useless (with only few exceptions, as those who go full holy PVP build actually are useful for the team). Most paladins just run around in melee stacking shocks or waiting for their retri procs, but usually they cannot deal much damage, they do not heal much either, and horde just skips them until there are no other better targets left to kill. Hell, half of paladins do not even rebuff players after bg starts, and only few do it constantly.
Maybe paladins can become OP in the later phases too, but it's a very different topic, as shamans are OP right now, and with no changes from devs they will stay OP forever.
