It conflicted with a minimap button-collector addon. Error logs stay
easy to copy via /octolat copyerrors, which is unaffected.

- Fix OnEnter tooltip crash: attempt to concatenate local
'worldLatency' (a nil value) when GetNetStats() hasn't populated
latency yet (e.g. right after login/loading screen); fall back to 0
like OctoLatency_UpdateText already does
- Add /octolat copyerrors and a minimap button opening a copy-errors
window (auto-highlighted EditBox), since vanilla WoW chat text can't
be selected/copied directly
- Minimap button also right-click toggles the latency frame and can be
dragged to reposition
- Color the addon's title in the AddOns list with a per-letter
dark-to-light green gradient
- Add CHANGELOG.md

- Remove dead VARIABLES_LOADED registration (no handler existed for it)
- Extract OctoLatency_StopMoving and call it from OnHide too, so a drag
can't get stuck if OnMouseUp never fires on the frame
- Wrap tooltip/update/login handlers in pcall, logging failures to
OctoLatencyDB.errorLog instead of raising a Lua error popup
- Add /octolat errors and /octolat clearerrors slash commands
- Update README with a short explanation of the addon and its options
