Brues 6aaf4f2047 Read chat sender and channel from GetCurrentChatEvent ...

Pull the CHAT_MSG payload once per line instead of decoding it from the
rendered text. The sender match uses arg2 rather than the name resolved
from the GUID, and channel shortening only runs on CHAT_MSG_CHANNEL with
a single anchored replacement in place of the backtracking pattern.
