libdebuff: delay debuff update and allow removal
...
* save last action in case of a delayed removal which might
be the case for missing or resisting arrows of a hunter
* avoid flushing pending actions before the fail actions had a
chance to trigger by delaying the persistance by a frame update
* remove failed spell actions from removal process since they shouldn't
be able to persist any longer
* remove some local allocations by directly using an already given variable
