Describe the Issue
Cross Faction does not properly work for PvP. It currently works only as a last step measure to add a missing player to the team, instead of diversifying the PvP matches and mixing up teams each time.

Warsong Gulch is the Battleground that is played the most often right now, and over the course of my PvP time, I've only played on the Horde side maybe up to 3 times maximum.

How to reproduce:
Queue battlegrounds, 4 horde and 4 alliance, observe how the system does not actually diversify the teams each game and often puts them in the same faction group as their race.

How is it supposed to work:
Actually randomize teams and which side they're put on.
